Paulo Roberto de Souza Moutinho

Atual Diretor Executivo do Instituto de Pesquisa Ambiental da Amazônia (IPAM), trabalha na Amazônia há mais de 20 anos. Seus estudos estão relacionados com a dinâmica do desmatamento e seus efeitos sobre a biodiversidade, clima e os habitantes da região. Executou pesquisas inéditas sobre os processos de recuperação florestal em áreas degradadas na Amazônia, bem como sobre os impactos da mudança climática, particularmente a redução de chuva, sobre a floresta e o seu funcionamento. Mais recentemente, publicou, com vários colegas, artigos científicos sobre o papel das áreas protegidas sobre a redução do desmatamento amazônico e ainda produziu documentos sobre o papel de mecanismos de pagamento de serviços ambientais como alavanca de desenvolvimento de uma economia de baixa emissão de carbono. Participa desde 2000 das discussões internacionais sobre mudança do clima no âmbito da Convenção da ONU de Mudança Climática e é um dos autores da proposta de redução compensada do desmatamento, pela qual se pleiteia uma compensação financeira internacional aos países em desenvolvimento que fizerem esforços de redução de desmatamento. Esta proposta se constitui a base do mecanismo conhecido hoje como REDD (Redução de Emissões de Desmatamento e Degradação Florestal), atualmente sob discussão na Convenção de Clima da ONU, e do Fundo Amazônia, lançado pelo governo brasileiro. Atuou ativamente para a elaboração e aprovação da Política Nacional de Mudança Climática que estabeleceu, pela primeira vez, metas de redução de emissões de gases de efeito estufa para o país. É membro do conselho de diversos fórum e instituições, incluindo o Fundo Amazônia (Comitê Cientifico), o Forum Readiness for REDD , e assessora a representação do IPAM na UN-REDD. É autor de dezenas de artigos científicos e, recentemente, lançou um livro sobre REDD no Brasil com outros colegas do IPAM. Está atualmente baseado na sucursal do IPAM instalada em Brasília e vem, nos últimos meses, atuando junto ao Congresso Nacional, Governo Federal e Estados Amazônicos na implementação da Política Nacional de Mudança Climática do Brasil. Participa também de inúmeras atividades e projetos que buscam alternativas de desenvolvimento para a Amazônia que valorize a floresta e, simultaneamente, crie condições para o desenvolvimento econômico para a região. Moutinho foi também pesquisador sênior do The Woods Hole Research Center, nos EUA entre 2006 e março de 2010 e atua como professor orientador dos programas de Pós-Graduação (Doutorado) da Universidade Federal do Pará desde 1998.

2007 - 2008A market-based initiative for reducing carbon emissions through avoided deforestation within the United Nations Framework Convention on Climate Change: Promoting
Descrição: Although the role of greenhouse gas emissions from tropical deforestation became highly controversial during the Kyoto negotiations, there is a growing consensus among scientists, policy makers and NGOs that deforestation in the tropics must be addressed if global emissions are to be sufficiently reduced to meet the main goal of the United Nations Framework Convention on Climate Change (UNFCCC): avoiding dangerous interference in the global climate. The project will: (1) Broadening the national discussion on CR as a conservation and development strategy within Brazil through dedicated regional workshops and the existing federal working group and forums (including theCongress) on climate change with the objective of widening ministerial-level support for CR. (2) Engaging the state governments in the Brazilian Amazon in the discussion and compensated reduction with the objective of developing a regional pact in support of CR. (3) Reaching out to the major social movements in the Amazon region to begin a process of education regarding potential benefits of CR with the objective of enlisting their active and engaged support. (4) Educating major players in the private sector, including agro-industry, about how CR could be good for business as well as the environment, with the objective of rallying their support and political clout. .

2006 - 2008Linking Climate Policy with Development Strategy: Win-Win options for Brazil, China and India.
Descrição: We will carry out research and policy analysis to improve elements of the CR concept and suggest how it can be implemented in Brazil and other tropical countries. We will continue working with the Brazilian Environment Ministry to further discussion on the adoption of the proposal within the Brazilian government. We will also continue to work with and build the capacity of long-term partners, including grassroots organizations, NGOs and state governments in an effort to promote wider government and civil society support for this approach. Additionally, we strengthen existing partnerships and expand our work with institutions in Chile, Bolivia and Costa Rica to increase awareness of the issue elsewhere in Latin America (where circa 400 million TC/year of emissions come from deforestation)..

2006 - 2007Reducing Greenhouse Gas Emissions by Slowing Tropical Deforestation: Compensating for Deforestation Reduction
Descrição: We are proposing a three-years project to build a consensus among tropical countries around the CR concept as a way to include deforestation mitigation as a valid action to tackle climate change, while generating additional benefits to the planetary biodiversity conservation and poverty alleviation. Our plan for the next four years is to integrate research, capacity building, constituency, and coalition, building with policy advocacy, as a means to create that consensus around CR concept. We will conduct researches and policy analysis to improve some parts of the Compensated Reductions' concept and suggest how it could be implemented in Brazil and several other major tropical countries, while working with the Brazilian Ministry of Environment to open discussion more broadly on this proposal within the Brazilian government. We will also build capacity in and work with long-term partners of Amazon grassroots groups, NGOs and state governments to promote wider government and civil society support for this approach. At the same time, we will work with contacts in Chile, Bolivia, Peru and Costa Rica to increase awareness on these issues related to Latin America (accounting 400 millions tons of Carbon/year of emissions from deforestation), and strengthen existing networks..

2004 - 2008Green Highways: Socio-Economic Development and Forest Management Along the Amazon's New Arteries
Descrição: The Green Highway Project consolidates a rich history of collaboration among several of the most prominent social and environmental organizations working in the Amazon. This ambitious proposal will foster natural resource management along the new highway corridors that are penetrating the Amazon, measurably decreasing the environmental and human impoverishment that are associated with the typical frontier boom and bust cycle of resource extraction. The project integrates applied economic, ecological, and modeling research, capacity-building among farm communities and their organizations, technical assistance to timber industries, design and management of protected areas, and coordination of regional planning processes. It focuses on four critical Amazon landscapes: the Transamazon highway, the Cuiabá-Santarém highway, the Upper Xingu headwaters, and the highways to the Pacific..

2004 - 2005Long range lateral transport of nutrients in tropical ecosystems by leaf-cutting ants.
Descrição: Leaf-cutting ants are a conspicuous signature of neo-tropical forests. They can harvest 12 to 17% of the annual forest leaf production (Cherrett 1986). This harvest is taken into underground chambers 6 m deep or more where fungi are cultivated for food. In addition, they dispose of organic refuse either in underground chambers or on the soil surface. Leaf-cutting ant nests may be particularly important for the water and nutrient dynamics of forest re-establishment in Eastern Amazon (Moutinho et al. 2002). The costs and benefits of ant nests, however, are unclear. On the one hand their defoliation of forest trees could be a hindrance, but on the other hand the enriched and more penetrable soil could enhance tree growth. In this project we are testing two hypotheses: 1) leaf cutter ant nests can act as a nutrient sink bringing in nutrient from long distances and 2) this nutrient is utilized by trees and plants neighboring ant nests. We will test these hypotheses in two species of ants inhabiting two contrasting habitats: savanna inhabited by Atta laevidata and a tropical seasonal forest inhabited by A. colombica. Atta laevidata deposits organic refuse below ground, while A. colombica makes piles of organic detritus on the soil surface. The hypotheses will be tested by noting the distance of trees where leaf harvesting was occurring and labeling the leaves of these trees with 15N. .

2000 - 2003Forest Conservation, Sustainable Development, and the Marketing of Ecological Services in Brazil: Kyoto and Beyond. Apoio: Ford Foundation
Descrição: If ratified and implemented, the Kyoto Protocol will reduce annual global emissions of carbon (mostly as CO2) by about 400-500 million tons below today's levels by the target period of 2008 to 2012. Even this inadequate reduction of only 6-7% below current emissions could easily be overshadowed by changes in land use that were omitted from the Protocol. For example, infrastructure expansion and climate change effects on the forests of Amazonia could exacerbate greenhouse gas accumulation in the atmosphere that would fully nullify the gains made by Kyoto. We propose a three-year continuation of our grant support from the Ford Foundation to strengthen and expand our efforts to stimulate debate about how best to address the important climate implications of Amazon forest trends, and to test innovative, large-scale approaches to the reduction of greenhouse gas emissions from Amazonia. More specifically, we propose to: (1) foster debate about climate change in Brazil and in international scenarios (COPs, Rio + 10, etc) and to continue dissemination of information on climate change (workshops and amplifying IPAM's bulletin) to people from Amazonia; (2) Carry out a detailed evaluation of the impacts of proposed large-scale infra-structure projects in Amazonia (e.g. Avança Brasil plans) on national and global emissions; (3) Help create and establish social mechanisms of control over reforestation and afforestation CDM projects being implemented in Brazil; (4) Evaluate the eligibility in the CDM of alternative projects (e.g. ProAmbiente) to reforestation projects; (5) Develop a single large-scale avoided deforestation project built on the concept of the green Amazon highway. .

1999 - 2004The Effects of Rainfall Exclusion on the Hydrology and Carbon Storage of Amazon and Cerrado Forests. Apoio: US National Science Foundation
Descrição: We used a throughfall exclusion experiment established in 2000 by IPAM, WHRC and collaborators in one hectare forest plot (treatment plot). Plastic panels excluded between 50-60% of throughfall during the exclusion period (early January through late May) of 2000, 2001 and 2002. An adjacent plot without panels served as a control (control plot). In each plot, we collected leafs from five branch selected from trees of 28 species. We checked each leaf for herbivory signals (leafs parts cut) and calculated the percentage of herbivored leafs per tree and used it as an indicator of tree species susceptibility to herbivores. The variability of percentage of herbivory was not a function of throughfall exclusion treatment. However, for one tree species, Coussarea racemosa (Rubiaceae), a very comum and sensitive to water stress (relative high mortality under water stress) tree species, presented a significant reduction in the percentage of herbivory in treatment plot (20%) when compared to control plot (40%). For some sensitive tree species, soil water stress can reduce the nutritional quality of leafs, reducing its attractiveness to herbivores. The relationship between soil water stress and leaf susceptibility to herbivores for more tree species is now under investigation. .

Descrição: Grande parte da floresta amazônica só existe devido a sua alta tolerância à seca. Mais da metade das florestas da região sofre estiagens anuais que duram de três a cinco meses, entre julho e novembro. Mesmo após várias semanas seguidas sem receberem uma única gota de chuva, continuam verdes, úmidas e imunes ao fogo. Isto acontece porque estas florestas, durante o período de seca, são capazes de captar água do solo que se encontra estocada a mais de 10 metros de profundidade. São as chamadas florestas de raízes profundas . Mas esta resistência à seca tem o seu limite. Se a estiagem for muito prolongada, como acontece durante os anos sob efeito do evento climático conhecido por El Niño, o solo profundo também fica seco, impedindo que as raízes sejam abastecidas de água. Por conta das mudanças climáticas globais, do desmatamento descontrolado e das queimadas, é possível que no futuro os períodos de seca provocados pelo El Niño sejam mais freqüentes e mais intensos na Amazônia. Sob esta condição climática, a floresta da região se tornaria mais seca e quente e, certamente, mais susceptível ao fogo. Através Projeto Efeitos da Seca Prolongada na Amazônia: quando a floresta torna-se inflamável? este possível futuro climático de seca e calor está sendo antecipado e as respostas da floresta à esta condição estão sendo monitoradas. Qual será a resistência da floresta Amazônia a secas prolongadas? Quais espécies de árvores sobreviverão sob um cenário de clima alterado? Quais os riscos de ocorrência de grandes incêndios florestais no futuro? Estas e outras dezenas de perguntas estão sendo respondidas pelo projeto, permitindo o aprimoramento de modelos que calculam os riscos de incêndios florestais e gerando informações úteis para um melhor planejamento da conservação e do uso sustentável dos recursos florestais da Amazônia. Os trabalhos estão sendo desenvolvidos na Floresta Nacional do Tapajós, em Santarém no Estado do Pará em parceria com o Woods Hole Research Center..

Descrição: This is a three-year continuation of our grant support from the Ford Foundation to strengthen and expand our efforts to stimulate debate about how best to address the important climate implications of Amazon forest trends, and to test innovative, large-scale approaches to the reduction of greenhouse gas (GHG) emissions from Amazonia. In particular, we propose to: (1) foster debate about climate change in Brazil and in international scenarios defending the inclusion of a mechanism that would address tropical deforestation in the Kyoto Protocol (COPs) and to continue dissemination of information on climate change; (2) to people from Amazonia through workshops and an expanding dissemination of IPAM's climate bulletin; (3) carry out a detailed evaluation of the impacts of proposed large-scale infra-structure projects in Amazonia (e.g. Avança Brasil plans) on national and global emissions; (4) Continue to help the Climate Observatory initiative (a NGO network on climate change created with support from IPAM and Ford Foundation) in its establishment as a mechanism of social control over reforestation and aforestation CDM projects being implemented in Brazil and as a source of reliable information and training and (5) evaluate the CDM eligibility of reforestation projects (agroforestry projects) proposed through the ProAmbiente. For the later objective, we will evaluate the ProAmbiente Program in terms of its potential to improve the sustainable development of Amazonia (including CDM projects) and mitigate green gas emissions from the region. .

Descrição: Most deforested land in the Amazon Basin has passed through stages of secondary forest succession following agricultural abandonment. Nutrients lost through logging, fire, and runoff have immediate effects on air and water quality, and then have longer lasting effects on plant productivity and stream quality during ecosystem recovery. Inadequate understanding of nutrient cycles during tropical forest secondary succession, however, precludes confidence in predictions of spatial and temporal variation of carbon sequestration, trace gas production, and nutrient losses to stream water and ground water in the secondary vegetation of the Amazon Basin. Hence, this proposal is motivated by three questions concerning secondary vegetation: 1. Do nutrients limit rates of forest regrowth in deforested lands of Amazonia? 2. How well can stages of secondary forest succession be detected in satellite imagery? 3. How does land-use affect the exchange of nutrients between terrestrial and aquatic habitats? Collaborations with studies in other regions will provide an opportunity to address interactions among soil substrates and landuse patterns as they affect stream chemistry across the basin. .
